Why is running homebrew apps on the PSP with 1.5x so difficult? How do licensed developers compile and test applications on the PSP? Do they have a PC-based emulator, or do they compile and transfer the files to PSP memory stick to run? If so, why is it so difficult to do this without the official SDK?

They have fake (just a shell really) PSPs that connect to the SDK box and run unsigned code.

And it isn't possible to get hold of one of these and copy the firmware and load it onto a full PSP?

The SDK is actually running the code, the fake PSP is just for playability testing :o

Oh, so it's just acting like a dumb-terminal for IO?

Yep it's only there so they can test how it plays in the real world.
