Specify which kind of sdk are you refering to. If it is certain one, your post will be deleted/locked (or hall of shame), and maybe you will get banned xD

From reading his pasts posts I would say its obvious which one he wants.

In that case NO you can't

And also any talk of Official Development related kit here is banned.

A nick is a nick and nothing more.

However when on a forum its deemed bad manners to ignore the sites rules.

There are other places on the net that your question could be asked but this isn't one.
And because of the rules here(which have been set up to protect its members)
I'm quite sure you won't get a decent answer.

If your question is about the super early in development homebrew SDK (as in PS2SDK/PSPSDK):
Yes people have it, no it's not available quite yet. It's not really ready, still lots of work understanding how the PS3linux kernel interfaces with LV1 to be done.

If you question is about the SCE SDK:
Yes people have it (and have also signed NDAs to get it, and work at companies making, you know, games)... And you're totally in the wrong place!
