One thing I can already say: You'll need a solid businessplan (and so a very big document on what your game is going to be in quite detail) before Sony will provide you with a devkit, unless you are an already established softwarehouse with published titles..
So as a hobbyist or someone who want to make games/themes but don't know yet what, you'll strike out...
oh, and you won't find anyone here that can actually explain what really is supplied with the devkit unless they want to break their DNA they have signed (but frankly I don't think you would really find anyone that has the devkit to look through these forums)..
The only other way is create a prototype in Linux on the PS3 (you do have almost all SPU's available) using 'OpenGL' and show that....

nobody will break his own DNA if you break the NDA ;),
