I noticed the first batch of minis are up now on psn. Anyone here participating?

I am not actually sure how easy it is to be accepted. On the sign up page:
Please attach a document ensuring you provide details on all the following areas as relevant to your business type:
1) Proposed Project(s)
2) Previously released or scheduled portfolio of titles
3) Softography of your team
4) Summary of your company goals
5) Any licensed technology or IP you own or aim to utilise
but then in the minis guidelines 1.1 pdf:
Who can make minis?
Anyone! SCEE is committed to creating opportunities for existing developers and publishers whilst also welcoming new publishers into the family
• There is no requirement for content approval
• SCEE is ‘open for business’ and looking for minis developers right now
• Non-registered developers should sign up at www.tpr.scee.net
Ok so I get accepted and I can then go a buy my dev kit for the bargain price:
Once you have completed the signup process you will be able to order any required development hardware and develop your minis titles. The current price for a PSP™ Development Tool is €1200
Whether the psp dev tool is one of the "required" or just makes it easier is unclear. $1200 as a requirement is far too high compared to the cost of developing on the iphone.

1200 euro is more than 1200 dollars.

And it might be cheaper but still not cheap enough to make it your hobby. The main cause of it being expensive as that is because Sony is scared of people like 'us' (not me, but people with decent knowledge to hack their way into it etc).
