				for j2me you can go to suns webpage and get the WTK or wireless toolkit, this is a simple j2me setup, it has emulators etc. Sony, etc provided similar versions. Nokia also have all their SDKs downloadable for J2ME and Symbian.

http://brew.qualcomm.com to work on an actual device though you need a verisign id ( $400 ) and approval from qualcomm, but you can write stuff with their simulator, although its basically just a windows app with VC dlls
