Security is tight in PS3. HV code is isolated. I don't think any hacker ever found a way to dump it from a running PS3. The other way would be to uncrypt a firmware update file. We probably miss a public key or two to do that, secured tightly in PS3 as well... Or I may be wrong. You still need fw<2....

To have the 2.01 pup files may help those between 2.10 and under 2.17 but requires soldering skills to damage a specific area of fw to force it accept the pup files and actually downgrade. I can do a ps2 program that displays stuff at 60fps, no more than that. Then if you tell me a LCD will miss half the frames (and thus only show 30fps) then I would be very estonished...
