well I have seen this one.. :-) Looked over it as well the first time. --- checking for LIBSPE2... configure: error: Package requirements (libspe2 >= 2.2.0) were not met: --- check your libspe2 version. It needs 2.2.0 you probably have libspe 1.8 or something like that and it needs 2.2.0 or higher.

About mesa you might want to contact Ian Romanick. He made a announcement a few months back to port mesa to cell, although I don't know the status at this moment.
